Any aircraft registered in a state contracting party
to the Free Transit Agreement or in a state to which Spain may have granted
equivalents rights by virtue of a Bilateral Agreement will have the privilege
to fly accross the spanish territory and land for non-commercial purposes
without any notification in advance or without permission, provided always
with the conditions prescribed in said agreements are complied with and
subject to the provisions of section GENERAL item 2.

International scheduled flights may be operated by
airlines from states that have signed a Bilateral Air Agreement with Spain,
provided that the terms of the Agreement are complied with in relation
to the Traffic Rights, tariffs, routes, etc. are concerned.
For all cases above mentioned it is of the essence that schedules be approved
well in advance. Any request for information or authorization for the
operation of scheduled flights with Spain should be addressed to the previous
address.
Airline operators are requested to carry the documents
detailed below in order for the aircraft to be given clearance on arrival
to or departure from Spain. All documents above mentioned must follow
the ICAO standard format as set forth in the relevant appendices to Annex
9 and are acceptable when furnished in Spanish, French or English and
completed in legible handwriting. No visas are requiered in connection
with such documents.
All airlines operating in Spain shall fill in the
"Statistical Air Traffic Form" on the arrival and departure
of an aircraft to or from any Spanish airport.
The Orden Ministerial de Hacienda dated 9th February, 1996, establishes,
in a compulsary way, the submission of the Cargo Manifest as the only
traffic document required by the Spanish Customs Services on the arrival
and departure of aircraft operating scheduled and non-scheduled flights
on international traffic. According to this, the documents to be presented
by operators are the following:
| ON ARRIVAL: |

Airport of arrival:
One copy of the Cargo Manifest indicating the number of passengers disembarked
and, if applicable, two partial comprehensive copies of the goods unloaded
in the airport.
If the aircraft is expected to stop in one or more airports of the Iberian
Peninsula o Balearic Islands, the carrier will, in addition, be requested
to submit another copy of the Cargo Manifest which will hereinafter be
called Route Manifest, to be submitted at later stops. Domestic aircraft
unloading all the cargo and setting down all the passengers at the first
airport of arrival be exempted form this requirement.
Air Bill for each item entered in the Cargo Manifest destined to the airport
of arrival.
On Successive Stops:
The Cargo Manifest and, if applicable, three partial copies of the cargo
to be unloaden, or one copy in the case of only passengers are disembarking
at the airport.
In the last stop, the Customs will keep the Route Manifest, and only
two partial copies of the cargo to be unloaden and one copy in the case
of only passengers are disembarked at the airport will be necessary.
The same procedure shall apply respect to domestic aircraft when the
cargo and the passengers included in the Route Manifest have been disembarked
at any stop airport even in it is not the last one.
Manifest or Special Transit Manifests concerning the cargo unloaden
by this procedure at the previous national stop airports.
Air Bill for each item included in the Cargo Manifest destined to the
airport.

| ON DEPARTURE: |

At the airport where the aircraft departs directly abroad:
Cargo Manifest, even if negative, including all the cargo loaden in
the country. Two copies of the Manifest shall be submitted indicating
the number of passengers embarked, if applicable.
At any other airport:
Special Manifest of the foreign cargo in transit loaden at the airport. |
